The PolyScience 3370 recirculating coolers are liquid-to-air; they continuously pump near-ambient temperature water from a reservoir to an external heat source, through a cooling radiator, and then return cooled water to the reservoir. By blowing ambient air over the radiator, water flowing inside is cooled and the heat is exhausted into the atmosphere.
